Upgrades an existing cleartext LDAP connection to TLS in place, on the same port 389. I usually steer clients to LDAPS on 636 instead: a dedicated TLS port fails closed, while StartTLS leaves a window where a stripped or downgraded connection can still fall back to cleartext.
