also known as Start Replication Request (NSDS 5.0)

Opens a replication session. The supplier binds to the consumer and sends this with the protocol OID it wants to use (incremental or total, 5.0 or 7.1 flavor), the replicated suffix, and its own RUV. The consumer answers with a Replication Response (2.16.840.1.113730.3.5.4) that either acquires the replica for this supplier or says it is busy.
