The extended operation behind dsconf replication clean-all-ruv (formerly cleanallruv.pl). Removes a decommissioned replica ID from the RUV on every server in the topology, propagating from peer to peer. Skipping this after retiring a supplier is why RUVs fill up with dead replica IDs and replication status gets noisy.
